"Negatives" are hard-core opponents of the lobbyists issue. They have hardened attitudes against the issue. Hard core opponents lead the opposition. They should not be targeted in a lobbying campaign. To communicate with people who are adamantly against something is usually counterproductive. It simply makes them more determined and sometimes more active in their opposition. Stay away from the "negatives." Do not waste the time and effort trying to convince them to change their stance. Try to isolate them and highlight the extremes of their position and alliances. Hopefully these efforts will give others a second thought to joining their side (The Democracy Center, 1997).
