Mellow Opponents

The "somewhat negatives" in the legislature can be viewed as mellow opponents in the lobbying game. These individuals will not support the issue a lobbyist is trying to push. In other words, they are not going to vote for the proposal. However, the mellow opponents will not actively come out against the proposal or issue. With this group of legislators, it is key to keep them from becoming active against the legislation. Lobbying the "somewhat negatives" enough to get them thinking, but not too much as to get them angry (The Democracy Center, 1997).
