The "somewhat positives" in the legislature can serve as allies for a lobbyist's crusade. The allies will support the lobbyist's efforts but will not be as active as the champions. Persuasive tactics should be used on the allies. They can be pushed to do more. Being able to convince them to speak on behalf of the issue in a party caucus or on the floor is within the parameters of the allies' function (The Democracy Center, 1997).
