In political circles, the measure to build a new stadium for the Marlins is called HB 1189. Translation, HB 1189 is a House bill that the Marlins are trying to push through the Florida Legislature. If passed the Marlins will have a new $385 million, 40,000-seat, retractable-roofed ballpark along the Miami River.

The controversy holding up the finalized plans, involves a $122 million rebate plan, which owner John Henry will slowly pay back in annual $6 million rental payments
