Sharpton's proposes the following amendments to the Constitution:

The Right to a Public Education of Equal High Quality Amendment - This makes access to a public education of equal high quality a right and gives Congress the power to pass laws implementing this.

The Right to Health Care of Equal High Quality Amendment - This makes access to health care of equal high quality a right and gives Congress the power to pass laws implementing this.

The Right to Vote Amendment - This restates voting as a right for all citizens 18 years of age and older, mandates that states follow election procedures created by Congress, mandates that states allow eligible citizens to register and vote on any election day, restates the electoral procedure and gives Congress the power to pass laws implementing this.
