WWII brought growth to Fort Benning with more soldier's training
there, which also brought growth for Phenix City's nightclubs,
pawn shops and houses of prostitution.
What made Phenix City different was the endorsement of law
enforcement for law-breakers and the infiltration of racketeers
into nearly every aspect of Phenix City government. These racketeers
had their sights set on power and control greater than the Russell
County line.
