Phenix City is the county seat of Russell County. The courthouse sits on a hill on 14th Street, just down from what was one of the largest concentrations of honky-tonks in the county. It had been noted by residents that the sound of slot machines could be heard at the courthouse, though very little was done to stop the gambling.
